Saudi’s International Conference in Medina adopts 31 recommendations, placing AI at the core of a system to monitor and counter ideological threats

The Islamic University in Medina concluded the work of the “International Conference on Saudi Efforts to Counter Ideological Deviations” with the adoption of 31 recommendations and proposals, placing artificial intelligence at the core of a proactive monitoring system for ideological trends that threaten national security. The conference, held at the King Salman International Conference Center under the patronage of Prince Salman bin Sultan bin Abdulaziz, the governor of the Medina region, approved 56 scientific papers out of 130 working papers presented across nine dialogue sessions, with broad participation from within the Kingdom and abroad

From monitoring to anticipation

The most prominent recommendation calls for a study to establish an advanced digital system for proactive monitoring and analysis of threats to ideological security, capable of early detection of deviant ideas and engagement with them before they become real threats. This shift from a remedial approach to a proactive one reflects a maturation in the Saudi vision for dealing with digital-space challenges, where merely responding to deviations after they occur is no longer sufficient, and building predictive capacities that monitor patterns at their source has become necessary

Educational and research approach

In parallel, the recommendations call for curriculum development to strengthen critical thinking and enable students to analyze information objectively, with a proposal to prepare a unified procedural guide issued by the Ministry of Education for mechanisms that enhance ideological security through education, scientific research and community service. The conference also recommended designing training programmes for teachers, preachers and intellectuals to understand early indicators of ideological deviation and the educational and advisory methods for dealing with them

Unified database and national indicators

At the institutional-structure level, the proposals include creating a unified national database for research on thought, deviation and extremism, providing rigorous scientific platforms for publishing specialized studies and exchanging expertise locally and internationally, alongside developing national indicators to measure types of ideological deviation in partnership with universities and relevant authorities, and employing them in strategic planning

Institutional partnership and integration

The session outcomes and scientific studies demonstrated the integration of governmental, educational and da‘wah institutions in confronting ideological deviations, and the use of early monitoring, proactive approaches, legislative and regulatory frameworks, modern technologies and artificial intelligence in prevention and fortification. The recommendations praised the efforts of the Intellectual Protection Center at the Ministry of Defense, the Islamic Military Alliance against Terrorism, and specialized agencies in the Kingdom, calling for expanded cooperation and integration with them

What this means for readers in the Gulf, Egypt and the Levant

The Saudi model being built here is not merely a security response, but a comprehensive approach that integrates technology with education and institutional partnership. For a technical practitioner or policy-maker in the region, the key point is the shift of artificial intelligence from an operational tool to an “infrastructure of awareness” on which indicators are built, competencies are trained and research platforms are established. Anyone following the “digital sovereignty” agenda will find in these recommendations a measurable roadmap: a database, indicators, a monitoring system, and training programmes. The benchmark lies not in announcing intentions, but in constructing these components and activating them on the ground
