AIREV moves its agents to Qualcomm on-premise appliances as the sovereignty wager shifts from the cloud to standalone boxes

Discussions around sovereign artificial intelligence in the Gulf region typically focus on hyperscale data centres, server hosting facilities, and complex training pipelines, but an announced strategic partnership between Abu Dhabi-based AIREV and Qualcomm Technologies shifts the wager to a more practical enterprise setting. The agreement integrates AIREV's OnDemand agent platform with Qualcomm's Dragonwing hardware, starting with the Dragonwing AI On-Prem Appliance, a standalone box that keeps AI models and the entire inference workload within the customer's premises.
The technical core of this move is not primarily about model quality, but about where execution actually takes place.The premise rests on bringing the software agent directly to where data is stored, rather than sending sensitive data to the cloud.AIREV, founded in 2024, describes its platform as a low-code or no-code operating system for building, deploying, and managing autonomous agents without requiring cloud connectivity, allowing an agent definition to run with the same flexibility inside a sovereign data centre, a local server, or edge devices. In turn, the Dragonwing line represents Qualcomm's ecosystem targeted at industrial facilities and enterprises rather than consumer devices, providing an isolated operating environment for processing sensitive data.
Statements by Wassim Harbaji, senior vice president and head of Qualcomm Technologies in Europe, the Middle East, and Africa, framed the deal around expanding deployment options for enterprises and government agencies to run capable agents without open infrastructure complexities. According to company figures, AIREV's products processed 6.8 trillion tokens during the second quarter of 2026, a sixfold increase over the same period a year earlier, alongside a user base exceeding four million users and more than three hundred specialised agents supporting over fifty languages.
Upon scrutinising these indicators, token volume remains a self-reported metric not independently audited, and may reflect lengthy agent sessions or extensive prompt contexts, but it clearly indicates real-world inference workloads in the market.Strict on-premises appliances address regulatory requirements that do not permit shared public cloud servers, even when locally hosted.This need is pronounced in critical infrastructure such as border crossings, power and water utilities, field operations, and sensitive facilities operating in environments with intermittent or non-existent connectivity, where retaining full inference on-site is a non-negotiable regulatory requirement.
This approach shifts the standard commercial model from monthly cloud consumption billing to capital hardware expenditure paired with support and maintenance contracts, which typically aligns with traditional government procurement cycles.The success of this deployment remains contingent on moving beyond symbolic announcements into real procurement trials.The two companies have not yet announced pricing structures, commercial availability timelines, supported model lists on the device, or any customer who has already contracted for the integrated product. While the step was officially framed by the company's chairman and UAE Minister of State for Foreign Trade, Thani bin Ahmed Al Zeyoudi, as a new phase for exporting locally developed technologies, real proof will be measured by the willingness of government and regulatory bodies outside the Gulf to adopt this standalone field hardware.
