The second day of the minister of communications and information technology Abdullah Al-Sawaha's Silicon Valley tour focused on closing the gap between solid infrastructure and operational AI applications. The meetings with global technology and investment leaders aimed to expand national computing capacity, support the deployment of advanced models, accelerate the introduction of robots and smart software in priority sectors, and attract high-quality capital to Saudi Arabia's digital ecosystem.

The most prominent shift in the discussions is embodied in linking Humen's infrastructure with enterprise solutions and advanced storage tiers.Al-Sawaha discussed with Michael Dell, chairman and CEO of Dell Technologies, the acceleration of enterprise adoption of AI solutions by integrating the Dell AI Factory system with Humen's computing capabilities to enable large-scale corporate deployment, enhance knowledge transfer, and build national capacities for sectoral transformation in the Kingdom.

At the hardware and storage layer, the talks included a meeting with Kaylee Fukoda, senior vice-president and global COO of Solidigm, to explore integrating ultra-advanced storage solutions into data centers and computing architectures operated by Humen. This step aims to improve data-access efficiency and optimise the use of computing resources, providing an engineering foundation for scaling compute-intensive applications.

Hardware standards were integrated with the model and independent-agent layer in parallel bilateral discussions.The minister met with Sam Altman, CEO of OpenAI, and senior executives to discuss expanding cooperation on advanced models and leveraging the computing capabilities developed by Humen for broad deployment and faster national applications. At the same time, he met with Scott Wu, co-founder and CEO of Cognition AI, to explore scaling self-programming software engineering solutions by deploying the Devn agent and software agents, which raises developer productivity and speeds up application deployment.

Regarding capital flows, Al-Sawaha discussed with Chamath Palihapitiya, founder and CEO of Social Capital, attracting the fund’s investments to computing and infrastructure projects and linking global capital to investment opportunities in the Kingdom as part of broader efforts to build an integrated ecosystem encompassing data centers, software, and investment, following earlier reports by Gaz Inform on a Saudi-led alliance’s acquisition of Electronic Arts, the global interactive-games company.

This institutional focus has practical implications for business and technology environments across the Gulf, Egypt, and the region. Rather than limiting investment to importing processing cards without clear integration layers, the model shifts to an integrated architecture that incorporates high-efficiency storage through solutions such as Solidigm to reduce data-bottleneck latency in compute clusters. Integrating platforms like Dell AI Factory also requires enterprise IT managers to redesign internal data architectures for hybrid operation, while deploying independent agents such as Devn pushes local development teams toward leading architectural tasks and software verification instead of writing routine code, lowering software production costs and accelerating product launches in regional markets.

These moves demonstrate that building national computing capacity no longer relies solely on securing compute resources, but rests on integrated engineering that links storage units, institutional operating factories, and self-programming agents to create a sustainable operating environment capable of competing globally.
