Steps are accelerating toward establishing a national advanced computing infrastructure that goes beyond the logic of consuming off-the-shelf software toward ownership of full technical value chains. In this context, Saudi Minister of Communications and Information Technology Abdullah Al-Suwaha led an extensive series of discussions in Silicon Valley, California, focused on expanding AI partnerships, developing computing infrastructure, advanced applications, robotics and attracting investment, based on a digital foundation in which data-center capacity in the Kingdom reached 290.5 MW, mobile network download speeds reached 216 Mbps, and internet penetration approached 99.6 % in 2025 according to the Communications, Space and Technology Authority.

The company Huumain, backed by the Public Investment Fund, is leading the executive side of building and operating the infrastructure required for these ambitions, having already begun providing production-grade computing capacity based on Instinct processors from Advanced Micro Devices and Cisco networking solutions to serve users inside and outside the Kingdom. Operational plans aim to add up to 250 MW by 2027, as part of a pathway that targets a total capacity of a gigawatt by 2030.The meetings did not focus solely on expanding raw hardware but also addressed integrating Dell’s AI factory solutions with Huumain’s computing capabilities to accelerate institutional adoption and develop national capacities.

The discussions covered advanced levels of software engineering, data storage and semiconductor design. Meetings with Solidigm explored deploying ultra-fast storage technologies in data centers to improve computing-energy efficiency and access to massive data sets. In the fine-hardware track, talks with Ten X Semi examined using AI agents to design chips and verify their quality, shortening development cycles. Discussions with OpenAI leadership focused on leveraging national computing capabilities to run priority sectoral applications, while collaboration with Cognition AI aimed to enable the independent software agent Devn to operate directly on Huumain’s architecture, boosting developer productivity.

Regarding bold capital flows, meetings with leaders of major investment funds such as Sequoia Capital, Andreessen Horowitz and Social Capital aimed to attract financing to deep-tech sectors and local startups, and to link portfolio companies of those funds to the Kingdom’s computing infrastructure to facilitate regional and international expansion. This approach reflects a desire to leverage infrastructure strength as a platform for attracting global innovative projects and connecting them with local entrepreneurs, rather than merely financing traditional operations.

This integrated build of regional computing capabilities imposes a different operational reality on companies and developers in the Gulf, Egypt and the Arab Levant.Localizing hundreds of megawatts of inference and processing capacity reduces the steep costs that financial institutions and government agencies incur when renting cloud computing resources across continents, and also shortens response times for running sensitive AI models. It also provides regional software-engineering teams with a suitable environment to build self-operating agents and host sovereign applications within local data-protection frameworks, shifting regional competition from consumer-app interfaces to platform engineering and complex data-processing specialties.

Economic analyses of international partnerships confirm that the true impact of these investments is measured by their ability to establish an integrated economic system based on human capital, research and development. The transformation does not lie merely in launching advanced data centers, but in enabling national talent and small-and-medium enterprises to participate in production chains, ensuring that global partnerships translate into sustainable added value and advanced jobs that support economic diversification across the region.
