Saudi Minister of Communications and Information Technology Abdullah Al-Sawaha met in Silicon Valley, California, United States, with leaders from major investment funds and global technology companies, in a series of talks focused on expanding investments and partnerships in artificial intelligence, computing capabilities and semiconductor development. Press reports citing the Saudi News Agency said the first day of the tour included separate meetings with the co-founder of the Andreessen Horowitz fund, a partner at Sequoia Capital, and the chief executive of TenX Semi, a company specializing in semiconductor solutions.

The investment discussions centered on linking the computing capabilities of the Human project with global portfolio companies.During the meeting with Ben Horowitz, co-founder of Andreessen Horowitz, the two sides discussed ways to expand the fund’s investments inside the Kingdom and direct capital toward Saudi startups. The talks included enabling Andreessen Horowitz portfolio companies to access Human’s computing infrastructure to support their operations and expansion within Saudi Arabia and the region, while also opening pathways for Saudi firms to enter global markets and benefit from international distribution networks.

The same line was followed in the meeting that brought Al-Sawaha together with Alfred Lin, a partner at Sequoia Capital, where the discussion focused on increasing the fund’s investments in Saudi companies active in artificial intelligence and advanced technologies. The talks included granting Sequoia Capital portfolio companies the right to use Human’s computing power in exchange for supporting the growth of Saudi tech firms and facilitating their international expansion. These moves reveal a shift toward using computing infrastructure as a negotiating lever with Silicon Valley venture-capital giants, rather than limiting the role to that of a traditional financial investor.

The technical dialogue moved to a deeper stage, focusing on accelerating chip-manufacturing cycles through intelligent agents.In a separate meeting with Suk Hwan Lim, chief executive officer and co-founder of TenX Semi, the two sides examined integrating AI agents into the engineering and design of electronic chips and their software verification. The discussions addressed ways to shorten the lengthy development cycles of semiconductors and to apply self-directed and autonomous design techniques with the aim of building local capabilities in Saudi Arabia to develop and produce advanced chips and semiconductors, thereby strengthening technological sovereignty in the precision-supply chain.

This trajectory directly impacts the tech-business environment in the Gulf, Egypt and the Arab Levant. Linking access to computing capabilities with partnerships from major venture-capital funds such as Sequoia and Andreessen Horowitz reshapes the competitive landscape for local founders and developers, as high-performance computing is no longer merely an operating cost paid to global cloud providers but a negotiating asset that attracts multinational companies to localize their regional operations and test their software in the area. Introducing AI agents into semiconductor design also imposes a sharp shift in the engineering skills demanded regionally, moving the emphasis from traditional programming to the engineering of autonomous systems capable of automating chip verification and designing advanced architectures, thereby giving Middle-Eastern tech talent an early entry opportunity into a sector that until recently was confined to closed manufacturing chains in East Asia and the West.

These moves lay the foundation for a phase that goes beyond consuming models toward owning hardware-design tools supported by locally interchangeable computing. As the pace of involving automation agents in semiconductor design accelerates and major venture funds increasingly trade operating resources for joint stakes and expansions, the decisive edge for any tech team in the region becomes the ability to align its products with national computing architectures and to be ready for development environments that rely on co-design of hardware and software.
