G42 signs AI agreements with Greece covering health care, education and smart cities

The Emirati G42 group signed a series of agreements with government and private entities in Greece, targeting the build out of artificial intelligence infrastructure and its use in healthcare, education, public services and smart cities. The agreements were concluded during an official Emirati visit to Athens on 24 October 2026, and involve G42 cooperating with five of its subsidiaries and Greek partners to explore projects that allow companies and government agencies to derive greater benefit from AI technologies.

AI Factory in Greece

Under an agreement with the Greek Copelouzos Group, the G42-affiliated companies Khazna Data Centers and Core42 will explore the development of an AI factory in Greece. The proposed facility will combine advanced data-center services, cloud computing and AI technologies to serve sectors such as banking, telecommunications, shipping and government services. Khazna will handle the physical infrastructure, while Core42 will provide computing and cloud capabilities. Mansour Al-Mansouri, CEO of G42 International, said the agreements will strengthen technical cooperation between the UAE and Greece, noting that the projects will be developed in accordance with European regulations and standards.

Enhancing City Services with AI

G42-affiliated Presight will work with the Greek Ministry of Digital Governance to explore how artificial intelligence can improve public safety and city management. The collaboration will initially focus on using AI to support waste management and water network monitoring, and will also examine technologies to enhance public transport safety and help authorities respond more effectively to urban challenges.

Tools for Government Operations and Education

Inception42 will explore the introduction of AI enabled tools to support government operations and education in Greece. These tools may include systems that help officials track government priorities, support cabinet meetings and improve administrative work. The partnership will also examine AI driven tutoring and educational platforms for students, together with training programmes that help civil servants use AI technologies.

Medical Research and Biotechnologies

In the health sector, M42, the G42-affiliated healthcare company, signed an agreement with Athens LifeTech Park to explore collaboration on medical research and biotechnologies. The cooperation will focus on cancer, rare genetic diseases, neuroscience and genomics research. The partnership will give emerging Emirati healthcare firms entry to European markets, while providing Greek and European companies opportunities in the UAE. Demetris Moulafaselis, CEO of the M42 group, said the collaboration will link Abu Dhabi’s health technology capabilities with Greek scientific expertise.

Next Steps and Regulatory Framework

G42 clarified that the agreements represent an initial step, and that companies and government bodies are expected to define the scope and timetable of the proposed projects in a later phase, with implementation contingent on additional detailed agreements and the required regulatory approvals. The partnerships fall within the growing economic and technical cooperation between the UAE and Greece.

What This Means for Readers in the Gulf, Egypt and the Levant

The UAE’s expansion of AI infrastructure into Europe is not merely a technology export, but a strategic positioning that places G42 at the centre of European data governance and standards. For a regional technology decision maker or investor, the AI factory model that combines data centres, cloud services and AI models under one roof, and complies with European regulations, offers a repeatable template for other Gulf markets seeking digital sovereignty while remaining open to international partnerships. The next benchmark is not the signing of memoranda of understanding, but the actual operation of these factories and the delivery of services to financial, governmental and health institutions.
