Muscat-based venture capital firm Cypher Capital has closed five seed-stage investments in partnership with Future Fund Oman, backing automotive marketplace Souq Cars, food delivery and cloud kitchen management platform IO Eats, tourism booking service Darbak, smart packaging and storage provider Pack In, and data processing and artificial intelligence company Decoil. The announcement was made without disclosing the financial value of any individual transaction, the total capital deployed, or the equity stakes acquired in the companies.

While most of the portfolio companies operate in conventional digital commerce sectors, Decoil stands out as the sole representative of artificial intelligence technologies within the group. The company specializes in developing tools to process unstructured documents and materials in large enterprises, such as legacy contracts, reports, forms, and administrative correspondence where data cannot be extracted automatically.Decoil's trajectory illustrates a model of artificial intelligence adoption driven by enterprise procurement in smaller Gulf economies, rather than a reliance on consumer-facing products.This is reflected in its partnership with telecoms operator Omantel to develop an enterprise knowledge platform that allows employees to query information and trace answers back to verified source documents, following the startup's graduation from the operator's own innovation programme.

This allocation reflects the nature of the Omani market, where purchasing power is concentrated in telecoms, energy, and government entities, and where businesses with direct operational footprints, such as an automotive platform with over one million users, a delivery app covering six locations, or a tourism marketplace offering 260 experiences from 76 providers, remain more bankable seed investment opportunities than pure-play technology startups.The absence of financial disclosure around seed rounds creates a clear visibility gap between the top of the sultanate's investment pyramid and its operational base.

These undisclosed deals coincide with the 5.2 billion dollar Future Fund Oman announcing a 1.744 billion dollar batch of investment projects in July across renewable energy, manufacturing, tourism, healthcare, and food industries. While withholding funding figures at the seed stage is a standard practice to avoid locking in early company valuations and to protect fund strategies from competitors, it deprives the business ecosystem and policymakers of precise metrics to gauge the growth of local startups.

The experience of Cypher Capital, which previously led a seed round for payments firm QPay, shows that developing the local artificial intelligence sector requires published benchmark data detailing the number of funded companies, average annual deal sizes, and growth rates. Until that numerical transparency emerges, applied artificial intelligence capabilities in Oman will remain tied to a few individual initiatives linked directly to the immediate requirements of established large enterprises and institutions.
