OmniOps, a company specializing in sovereign AI infrastructure technologies in Saudi Arabia, signed a memorandum of understanding with Hewlett Packard Enterprise (HPE) during the LEAP conference, to develop computing and AI solutions that combine the “Made in Saudi Arabia” infrastructure brand from HPE with the software platforms and field deployment capabilities that OmniOps has developed locally.

The partnership aligns with HPE’s initiative titled “Made, Developed and Deployed in Saudi Arabia” (SMDD) and aims to enable governmental institutions and private-sector companies to accelerate AI adoption while cementing digital sovereignty and building local technical capacity. By integrating OmniOps’ infrastructure deployment architecture and enterprise AI management tools, the collaboration establishes an integrated technology ecosystem in which servers, infrastructure components and software management layers are built within the Kingdom and operate under its laws and jurisdiction.

This approach marks a qualitative shift in digital-sovereignty standards; after earlier efforts focused on data residency and local model deployment, institutions are now looking at the lower layers of the technical stack.By linking locally manufactured computing capabilities with domestically run software, OmniOps expands control to include physical hardware and model management in sensitive work environments, enabling entities to move from pilot testing to full production and opening new commercial pathways for Saudi technology innovation.

OmniOps’ solutions rely on the Bunyan inference platform, which is designed to enable institutions to deploy and manage AI workloads across cloud and on-premise environments that are completely air-gapped from external networks in line with security and regulatory requirements. The platform provides access to major language models hosted in Saudi Arabia, supplies the core components for safe automatic generation, and features a hardware-agnostic architecture that allows integration with locally manufactured servers while preserving flexibility to choose among infrastructure providers.

Mohammed Al-Tassan, founder and CEO of OmniOps, explained that achieving sovereignty through the technical stack requires scrutiny at every layer, noting that the company’s clients in the public sector, aviation and financial services are now demanding greater control and transparency. He affirmed that running local software on servers manufactured in the Kingdom addresses three pressing questions about data stability location, the identity of the platform’s operating architecture, and the source of the hardware, thereby embodying the full sovereign-system concept targeted by the national data and AI strategy. For his part, Mohammed Al-Ruhaili, vice-president and general manager of HPE in the Middle East, said that the collaboration translates the local initiative’s vision into practical reality and provides a foundation for expanding sovereign application deployment and supporting the Kingdom’s technology ecosystem.

This shift forces regional CTOs and compliance officers to reevaluate their provider-selection criteria.Rather than merely storing data within geographic borders, institutions in sensitive banking and governmental sectors will need to review hardware supply chains and isolated inference platforms. This model allows engineering teams to run advanced language models in closed environments without risking data exfiltration or reliance on external supply chains, shortening regulatory audit cycles and accelerating AI integration into complex operational processes.
