The Dubai Integrated Economic Zones Authority (DIEZ) announced that it is doubling the size of the investment fund managed by its investment arm, Oraseya Capital, to $272.3 million (AED 1 billion), up from $136.2 million (AED 500 million).

Expansion details

The decision raises the per-investment ceiling from $3 million to $6 million (AED 22 million) and expands the fund’s mandate to include companies beyond the Series B stage, including international firms linked to the UAE. The fund’s portfolio currently comprises 66 active companies that have collectively secured more than $1.1 billion in financing and generate recurring annual revenue of $387 million.

Priority sectors

Dr. Mohammed Al-Zarouni, chief executive officer of the Integrated Economic Zones Authority, said the fund will focus on emerging technologies, specifically health and longevity, financial technology, digital assets and artificial intelligence. The existing portfolio already spans sectors such as fintech, proptech, media and advertising, marketing technology, sustainability, health care, digital commerce and edtech.

Linkage to D33 and economic sovereignty

The move aligns with the Dubai Economic Agenda D33, which aims to double the size of the economy and cement Dubai’s position among the world’s top four financial centres. By increasing the fund’s size and investment ceiling, Oraseya Capital gains greater capacity to participate in large financing rounds and remain a partner for companies throughout their growth journey from early stages to later-stage expansion, thereby reducing the need for regional entrepreneurs to seek later-stage financing outside the local ecosystem.

What this means for founders and investors in the region

For entrepreneurs in the Gulf, Egypt and the Levant, the expanded fund means the availability of patient capital that can accompany them to advanced growth stages without forcing early exits or a shift to external funds with terms that may not serve their long-term interests. For regional and international investors, Oraseya Capital represents a reliable gateway to high-growth startups that use Dubai as a launchpad for regional and global markets, with an explicit focus on artificial intelligence and digital assets, two sectors that are seeing increasing global capital flows.

The decisive metric in the coming quarters will be the speed at which the new capital is deployed, the proportion of allocations toward later-stage rounds, and the success of the international mandate in attracting companies strategically linked to the UAE. The announced figures (US$1 billion cumulative financing, $387 million annual revenue) provide a quantitative baseline for monitoring, but the real test will be the quality of upcoming deals and the portfolio’s ability to sustain its growth pace.
