Overland digital corridor links the Gulf to the Mediterranean as an alternative route to subsea cables across Syrian territory

Riyadh and Damascus are moving to launch an overland digital corridor that redraws data flow routes between Asia and Europe, linking subsea cables landing on the Syrian coast with telecoms networks across Syria, Jordan, Saudi Arabia, and the Sultanate of Oman. The move, whose formal digital infrastructure agreement is expected to be signed in Riyadh, marks a shift in regional connectivity strategies, moving data transit routes from near-exclusive reliance on volatile maritime corridors to protected terrestrial networks.
The step comes as part of a package of agreements that included four memorandums of understanding signed in Damascus by Saudi Transport Minister Saleh Al-Jasser to develop the road, rail, aviation, and postal services sectors.The anticipated digital agreement establishes an alternative continental route for telecommunications and data traffic linking the Gulf to the Mediterranean, alongside Saudi investment projects that include the construction of a national fibre optic network built by Saudi Telecom Company inside Syria, as well as efforts to upgrade postal infrastructure with the participation of Saudi private sector companies that have already submitted bids.
The signed memorandums of understanding run for five years and are automatically renewable, with a six-month deadline to draw up implementation plans and determine geographical and technical interconnection points. To secure the necessary investment flows, the relevant authorities agreed to establish a joint Saudi-Syrian bank in partnership between the Joint Business Council and the Central Bank of Syria, serving as a financing arm for joint projects and facilitating capital movement.
Diversifying data transit routes has become a urgent security and economic necessity for computing and telecommunications hubs in the region. Ongoing disruptions in the Red Sea and waterways pose mounting risks to subsea cable infrastructure, which carries the bulk of global east-west internet traffic. Routing fibre optic lines through Jordanian and Syrian territory to the Mediterranean provides a geographic advantage that reduces maritime bottlenecks, offering a resilient alternative to ensure the continuity of cloud services and uninterrupted data transmission.
In practice, this shift alters cost and risk calculations for telecoms companies, cloud providers, and data centres in the Gulf and the Levant. An alternative overland corridor lowers insurance costs against subsea cable cuts, gives operators in Saudi Arabia, the UAE, and Oman a lower-latency route for data transit to European hubs, and opens opportunities for technical personnel and network teams in Jordan and Syria to operate and maintain advanced regional interconnection nodes. Furthermore, integrating the Syrian network with Gulf infrastructure strengthens the reliability of hosting sovereign data systems within a multi-path operational environment.
Digital infrastructure has become the cornerstone of reconstruction and regional economic integration projects, where corridors are no longer confined to roads and railways for freight, but data and fibre optic corridors have become the primary artery for ensuring digital sovereignty and global connectivity resilience.
