Not all artificial-intelligence partnerships take the form of a new model or a ready-to-use platform. In the UAE-France Business Dialogue in Abu Dhabi, institutions and companies from both countries signed memoranda of understanding and contracts in energy, artificial intelligence and advanced technology, in the presence of Sheikh Khalid bin Mohammed bin Zayed Al Nahyan and French President Emmanuel Macron. What stands out here is not the headline of the cooperation alone, but the positions chosen for it within the technology chain.

Computing is part of the agreement, not a backdropThe agreements included three memoranda of understanding with the French company AMI Labs. They were signed by Mohamed bin Zayed University of Artificial Intelligence, the G42 group, and Analogue, aiming to strengthen cooperation in research and development, cloud-computing infrastructure, artificial-intelligence models and robotics applications. In this formulation, artificial intelligence is not presented as a separate application from computing and research capabilities, but as a workflow that bundles them together.

The published material does not disclose a value for these memoranda nor a timeline for their implementation. Therefore, it is more accurate to treat them as an announced cooperation framework rather than as an existing computing capacity or a new product that has reached the market. However, the framework’s details reveal clear priorities: cloud computing, models, robotics, and research and development.

Energy enters the scene through the same doorIn the dialogue itself, ADNOC Gas signed a memorandum of understanding with Schneider Electric to assess advanced technologies and opportunities to improve operational efficiency. ADNOC Refining also signed two contracts with Technip Energies for a refinery-capacity-expansion project and a sustainable aviation-fuel project. Sheikh Khalid bin Mohammed bin Zayed linked the partnership to energy security and its sustainability, flexible supply chains, and cooperation in artificial intelligence and advanced technology.

This matters to workers in the Gulf because the UAE entities present are not merely observers of the scene from abroad. Mohamed bin Zayed University of Artificial Intelligence, G42 and Analogue are directly involved in agreements that cover computing infrastructure, models and robotics. The dialogue also addressed the AI hub project in France, which brings together MGX with French and international partners to develop an advanced computing and artificial-intelligence infrastructure, alongside G42’s investments in advanced computing infrastructure.

The most cautious takeawayThe agreements have not yet demonstrated an operational impact, but they delineate where the relationship is being built: from cloud computing and research to energy and robotics. For the region, this is not a symbolic cooperation story, but an indication that the infrastructure behind the models has become an explicit component of industrial and investment partnerships.
