Adobe offers Firefly and Express free in Saudi Arabia in a $4 billion partnership to localize visual models and support Arabic

Adobe announced during the LEAP 2026 conference in Riyadh a major initiative in partnership with the Saudi Ministry of Communications and Information Technology and Huemane, under which its AI-powered creative tools will be offered free of charge to more than 27 million eligible citizens and residents aged 13 and older for 12 months. The estimated value of Adobe’s commitment in this initiative exceeds $4 billion, and includes access to the Adobe Firefly Standard app and Adobe Express Premium features, although the free offer does not extend to the full Creative Cloud suite.
Expanding the user base for visual-generation tools sets a new benchmark for digital content production in everyday work environments.The Firefly platform lets users manage the creative production cycle from concept to execution through text prompts and the generation of images, video, audio and designs, while the Express Premium version focuses on accelerating the creation of social-media posts, presentations and digital publications using a broad library of advanced templates. In parallel with the initiative, Adobe launched full support for modern standard Arabic with right-to-left text direction on desktop, web and iOS applications, including adjustments to text, user interfaces and locally-culturally-aligned templates, addressing a technical obstacle that has long affected Arabic content creators in handling alignment and character shaping.
At the model level, the partnership with Huemane revealed the development of a specialized image-generation model built on Adobe Firefly Foundry technology, designed to produce visual outputs that understand cultural references and local specificities in Saudi Arabia and respond to commands in Arabic, and it is slated for release to users later. This step extends a strategic partnership that began in November 2025 to develop multimodal models covering three-dimensional assets, video and audio, while exploring the possibility of integrating Huemane’s “Alam” model into Adobe products using local cloud infrastructure and data-center facilities.
The initiative does not stop at individual users; it also extends to supporting startups and entrepreneurs participating in the Digital Entrepreneurship Center’s “Code” program and the “Garage” accelerator, where qualifying early-stage projects will receive free access to selected creative tools along with training programs and specialized expertise by early 2027, as well as free educational tracks in partnership with the Adobe Digital Academy to develop marketing, design and artificial-intelligence skills.
Shifting from generic models to integrated tools that understand cultural context changes cost and production calculations for design and marketing teams in the region.This expansion frees advertising agencies, content creators and startups in the Gulf, Egypt and the wider region from the need for intermediary solutions to translate commands and manually adjust Arabic text, and it reduces reliance on standalone tools in favor of integrated work environments. As millions of users enter the AI-powered visual production pipeline simultaneously, the skill required of designers and marketers becomes the ability to manage and precisely steer output quality rather than spending time on initial technical processing.
