What happened: On July 17, researchers at the US Federal Reserve Board published a note proposing public indicators to track the expansion of generative AI and its economic impact. The note divides measurement into capabilities and costs, business investment and adoption, and then productivity and labour. It finds that the evidence available in 2026 points to an economy reorganising around the technology, while actual effects remain concentrated in specific areas and have not yet emerged as a broad shift in aggregate productivity.

The lens: economic transformation The value lies not in forecasting a new growth figure, but in shifting the discussion from the scale of spending to a measurement chain linking computing costs, data centre construction and adoption within companies to productivity and the labour market. The note says components associated with software, data centres and computer equipment made a material contribution to US output growth from 2025 through the first quarter of 2026, while the overall effect remained volatile because of imports.

Who is affected: Ministries of economy and planning, sovereign wealth funds, data centre operators, banks that finance infrastructure, and companies that justify AI budgets by expected returns.

What it means for the region: Gulf states can adopt a similar dashboard instead of reporting computing capacity alone. Regional measurement needs to separate investment in buildings, energy and chips from actual use within companies, then link it to sector productivity and youth employment.
