The capacity-building sector at the Saudi Data and AI Authority (SDAIA), in partnership with the Technical and Vocational Training Corporation, began implementing a framework of standards for data and artificial intelligence training programmes. The framework was launched last week during the fourth Global Forum on AI Ethics organised by UNESCO in Riyadh, according to the Saudi Press Agency (SPA).

Framework objectives: training quality and labour-market relevance

The framework aims to improve training quality, align programme content with labour-market needs, professional requirements and national regulations. It also covers AI ethics and raises awareness of the risks associated with its use. In its first phase, the sector evaluated ten training programmes aimed at non-specialists, practitioners, specialists and leaders, in accordance with the framework’s standards.

Four professional certificates and 31 training programmes

The sector, alongside the forum, launched four professional certificates in data management and governance. Last week it delivered 31 training programmes attended by more than 850 participants from over 55 government entities. These four certificates constitute the first unified professional accreditation outputs issued under the framework, covering data management and governance, which are essential pillars for any responsible AI deployment in government agencies.

UNESCO forum and the national context

The fourth Global Forum on AI Ethics was held in Riyadh under UNESCO’s auspices, providing a platform to launch this national framework. Saudi Arabia’s selection as host and the framework’s unveiling there reflect the Kingdom’s ambition to present a national governance model that aligns with international ethics standards while meeting local digital-transformation requirements. SDAIA’s collaboration with the Technical and Vocational Training Corporation ensures that the framework is not merely a theoretical document but a tool integrated with the national vocational-training system.

What this means for practitioners in the region

This step marks a shift from isolated training initiatives to a unified national framework that establishes measurable standards for data and AI programme quality. For professionals in Saudi Arabia and the Gulf, it means the emergence of recognised professional accreditation pathways (the four certificates in data management and governance) that become a reference endorsed by the sector’s governing body. The evaluation of the ten programmes in the first phase also sets an initial benchmark that other training providers can measure themselves against. The next indicator will be how widely these certificates appear in hiring and promotion requirements within government and semi-government entities, and how they influence curriculum design in regional universities and technical institutes.
